Executive Leadership
Stephen Keller
President
Stephen Keller is the public voice of the Foundation, leading media, speaking, and the Pay to Play platform. He carries the Two Systems argument outward and represents the Foundation in coalition and legislative settings.
Lucky Ott
Vice President & Co-founder
A San Antonio entrepreneur who built Boerne Drug Company into a modern, tech-enabled pharmacy, Lucky Ott lived through a federal prosecution that ended in a court-granted motion for acquittal in October 2025. He oversees the Foundation's operations, coordination between functions, and the day-to-day execution of the reform docket.
Mark Sorensen
Co-founder & Director
Mark Sorensen co-founded the Foundation with a focus on legal strategy, accountability, and reform. He helps shape the Foundation's policy priorities and works closely with attorneys, advocates, and legislators.

Dr. Ron Elfenbein
Board Member
Dr. Ron Elfenbein is a physician and entrepreneur who brings expertise in healthcare, wellness, and organizational leadership. He advises the Foundation on the Physicians Track and on the health and human dimensions of federal prosecution.
Dr. Michael Villarroel
Board Member
Dr. Michael Villarroel contributes clinical and professional perspective to the Foundation's research, documentation, and public-education programming on the impact of federal prosecution on licensed professionals.
Paul Giguere
Director · Nonprofit Governance & Compliance Advisor
Principal of Giguere Consulting and Coaching in Boerne, Texas, Paul brings more than 25 years of nonprofit leadership. His career was spent as a YMCA executive, most recently as Boerne Branch Executive Director. He advises on governance, 501(c)(3) compliance, and organizational build-out.
Stuart Anderson
Research, Legal & Compliance
Stuart owns the Foundation's internal legal research and compliance work — governance, filings, corporate records, and research memos — and serves as co-lead on the National Economic Impact Study.
JP Maroney
Vice President, Marketing & Communications
JP owns messaging and content — headlines, copy, media production, and the panel series. He leads the Foundation's public voice across written, video, and in-person formats.
Dionne Hutton
Data & Technology · Co-lead, Economic Impact Study
A software engineer with 23 years across the full software-development lifecycle and a former U.S. Army Signal Officer, Dionne owns the study's data architecture, intake pipeline, and disposition taxonomy. She holds an M.S. in Computer Science from Johns Hopkins.
Brooklynn Chandler Willy
Social, Funnel & Lead Generation
Brooklynn builds the surfaces that turn attention into contact: landing pages, funnels, social campaigns, and the intake flows behind each initiative.
Angelica Pacheco
Board Member
Angelica supports the Foundation's outreach, community engagement, and resource development, ensuring that programs reach the people who need them most.
